Ground Under Repair and Casual Water
What's the rule?

This time of year often raises questions about ground under repair or casual water. "Ground under repair" is any portion of the course so marked by the courses' grounds crew. It includes material piled for removal or a hole made by a green keeper, even if not so marked. Stakes and lines defining ground under repair are part of the ground under repair.

(Note: grass cuttings and other material left on the course which have been abandoned and are not intended to be removed are not ground under repair unless so marked. Also, the course may have rules prohibiting play from ground under repair.)

"Casual water" is any temporary accumulation of water on the course which is visible before or after the player takes her stance and is not a water hazard. Snow and ice are either casual water or loose impediments, at the option of the player. Dew is not casual water.

In either situation you're entitled to relief which is generally one club length no closer to the hole (either going back or laterally from where the ball came to rest). For more information, consult the Rules of Golf (Rule 25).
